This is a limitation of Calc. Excel allows to change single border lines in
conditional formattings, as done in the attached example: The upper border of a
cell is set to "thin/black", the other borders remain untouched. Calc only
allows to change all border lines of a cell or no line, therefore the
conditional formatting in Calc sets the upper line and clears the other three 
lines.
