My "2.3.1 Multilingual German version WIN XP: [680m9(Build9238)]" does not
allow to insert new charts using Menu 'Insert -> Chart', the item is greyed out.
The icon in the standard toolbar will work.

Steps to reproduce:
1. open new chart
2. Row 1: a b c
   Row 2: 1 2 3
   Row 3: 4 5 6
3. mousclick on 'A1', drag with pushed left mouse button to 'C3' to mark 'A1:C3'
4. Try Menu 'Insert -> Chart...'
   expected: Chart dialogue appears
actual: 'Insert -> Chart...'is greyed out, no chart can be added
but Icon in toolbar will work

Strange: A parallel installation of "2.0.2 German version WIN XP:
[680m5(Build9011)]" has no problems to add a chart to my sample file
(step 3 ...4)

In "[de-users] CALC: Diagramm einfügen unmöglich" this problem has been
confirmed 1 times for "OOo 2.3.1 deutsch auf Win2000", all other users were not
able to confirm the problem.
