as discussed this is a problem, but for the time being we will rather live with
a new method in vcl that I will implement than fix framework. Analogous to
AlwaysEnableInput I will introduce an AlwaysDisableInput state (oh great, yet
another of these "ReallyVisible" type states :-( )
