Please do not simply change target as cell notes is usefull feature and it is important for the note to keep it's relative position. And with our growing installed base the number of suffering users grows by days. Importance of this RFE (it's reallly a bug, even if classified otherwise) illustrated by 37 votes, 4 duplicates and also http://www.openoffice.org/issues/show_bug.cgi?id=44282.
