I think it's a packaging bug in the repective (now obsolete) distros. It's no longer applicable: if I try to remove libsndfile1, both Mandriva 2008 x86_64 and Ubuntu Feisty (x86) recognise the dependency, and prompt for the uninstallation of openoffice. For what it's worth, I can still replicate this bug, if I manually rename /usr/lib/libsndfile.so.1.0.16 so that it cannot be found. What this bug really ought to have been titled is "if libsndfile is missing, openoffice gives an unhelpful error message: 'no suitable windowing system found, exiting'".
