Can't reproduce using either 2.3.1 or 2.4m241 on WinXP.

please make sure you are experiencing this with 2.3.1 and not with earlier
versions - in 2.3.1 we fixed http://www.openoffice.org/issues/show_bug.cgi?
id=76623.
If "2.3.1" is correct then please specify localle setting in OpenOffice and in
Control Panel - Regional.
