It would be very useful to have an option to position a frame relative to page
even when the frame is anchored to a paragraph. I am not sure if that would not
break something essential in the way a document is formatted, but I believe it
does make sense to say "place this frame in bottom right corner of page where
the paragraph you are anchored to resides" even when the particular frame is
anchored to a paragraph.

Right now, it is only possible to place a frame to a certain position on a page
when it is anchored to page. That is very awkward in a document that is edited,
as inserting text or even entire blank pages before the frame does not shift it
forward. I understand that this is how page anchor is supposed to work, but I
would point out that it is not always useful, as one ends with a document where
frames have to be moved manually every time formatting changes lead to 
repagination.
