Hmm, OOo encodes "test%20test.odt" as "test%2520test.odt", which seems to be
correct.
Unfortunatly evolution (and also thunderbird) seem to decode the uri more than
once.
Or did you ever have success attaching such a file to a composer window from the
command line (i.e. not from OOo) ? The command line for evolution should look
like this:
evolution mailto:?attach=file:///<some temporary path>/test%2520test.odt
