Verified in CWS localdat24.
But there is one remaining problem: V and W are in wrong order (W comes first).
According to
http://www.unicode.org/cldr/data/charts/collation/et_EE.html
V should come before W
It is too late to get this fixed before OOo 2.4. code freeze. Therefore I
believe that the current "approach" shall get integrated because all other
letters sort well now.
I wrote issue 85262 to get V and W into the correct order too.
