Certainly a switch to true UTF in the DB would be preferable in all cases, at 
the time of original design this solution was preferable due to UTF support and 
the newness of UTF in general. In truth the data we are trying to access should 
be brought in as CDATA, as we do in our own XML files, but when accessing the 
DB directly with OOo how can we do this? Also, finally, & is not UTF. OOo 
should follow UTF standards and not W3C ML standards.
