I don't want to step in your discussion, but see that beneath illustration 1
(page 3) stands:
"OOo 1.1 already has a very similar function for removing hard (direct
and character style based) formatting from paragraphs and text content"
So the way it worked, seems be discribed here.
+ I would love to see 2.4 as target
