Well, the message says it all: your filter configuration is corrupted. 

OOO_DISABLE_RECOVERY will only deactivate the recovery procedure at startup that
is done in case any recovered documents had been saved when OOo or your system
had crashed. But you problem is different: OOo just crashes before you even
could create any document and so the dialog you see just tells you that.

As I wrote, your installation is corrupt. You should try to reinstall. It's also
possible that an extension or something in your user profile adds to the
corruption. 

So please do the following: deinstall OOo, make sure that nothing is left on
your disk. Then reinstall OOo. In case it still crashes please go to the
"share/registry" directory of your installation, zip the whole content of it and
attach the zip file to this issue.
