It works fine for me - default language is persistent.

this is like caused by some corruption in userprofile.
Try recreating it. For that you need to close all
Office apps (including quickstarter), rename C:\Documents and
Settings\[USERNAME]\Application Data\openoffice2.org\user to something else
and start any office app. If that fixes the problem please zip the folder and
attach resulting file here.
