SBA: Target 2.4 is not appropriate as code freeze has already pased and this is
not exactly a show stopper issue. Set Target to OOo 3.0

Is it feasible to toy with single dictionaries in this case? I had a look at the
OOo dictionaries for OOo 2.4.

These include no Hertz units at all: French (France), Italian, Portuguese
(Brazil), Slovakian, Spanish (Spain), Swahili (Kenya, Tanzania)

These include MHz: Afrikaans (Namibia), Afrikaans (RSA), English (USA),
Hungarian, Lithuanian, Slowenian, Swedish

These include MHz and GHz: Danish, English (RSA), English (UK), Estonian, German
(Austria, Germany, Switzerland), Polish

And the winner includes MHz, GHz and THz: Dutch (NL)

Do we want an entire issue for every language, touching every dict (but Dutch)
to add a few letters?

Since the Hertz units (MHz, GHz, THz) are the same in all western (latin)
languages, this should be solved in an "All languages" dict that comes with the
office, for example soffice.dic. Even in Russian, the use of the "Latin" MHz is
"legal".

Note that with issue 72284, those units were added to the "words with two
capitals" exception list.

My proposal: Reassign to VA in order to add MHz, GHz, THz to "soffice.doc" for
OOo 3.0. This will solve this issue for all current and forthcoming dicts.
