Here is a more descriptive set of steps to reproduce the bug  for someone like 
me who does not use Excel that often.

1. Create an Excel sheet.
2. Click on the menu item "Data", then sub-menu item "Filter", and then sub-
menu item "Auto Filter" (Data --> Filter --> Auto Filter)
3. After clicking on the "Auto Filter" you'll see drop-down lists in the first 
row for all columns in the spreadsheet
4. Each column will get its own drop-down list containing functions that you 
can use on that column
5. Click on any of the drop-down lists and then select (Custom...)
6. A dialog box will appear, where, from the first drop-down list you'll choose 
the function "contains" and then follow the steps mentioned by the
bug report's description.

Also, by "checkbox for using wildcards" (in the description) the bug reporter 
probably means the option for using Regular Expressions for searching. 
Anyways, in Windowx XP with SP2 using OO Calc 2.3.1 I also saw '*' in 
the "standard" filter on both sides of the filter string and also the Regular 
Expression checkbox was unchecked.

I am also attaching images of the custom (for Excel) filter and standard (for 
OO Calc) dialog boxes.
