The name of the new template category should not be written to the file system.
There is groupuinames.xml file that contains the name for the templates 
hierarchy.

It is designed so to allow to use arbitrary names for templates hierarchy
independently from the locale supported by file system. The template hierarchy
was never based on the file system names. Now it is possible to use directory
name, if no entry for the directory is provided in the groupuinames.xml. But
currently I see no reason to do it. If you would like to change the behavior,
please submit a new bug. Anyway it has nothing to do with this bug.

This bug was submitted with the description that the edit dialog does not show
the template hierarchy and has nothing to do with the representation of the
template folders in the file system. Sorry, but the change of the title was 
wrong.
