Ok, now I can reproduce the behavior: Go to Tools/Customize, remove the F4
accelerator. Then press F4 with a selected object -> nothing happens, leave
inplace-mode => the data source window pops up.

This also happens with a Draw OLE with disabled F4 accelerator.

Well, it is a bit unusual, but in principle the rule is: pass all unknown keys
to the container application. Otherwise Ctrl-P for printing or Ctrl-Q for
exiting the application would not work. And as the OLE object has the UI control
at the moment, the effect of the opened dialog is not immediately visible. So,
from a technical standpoint the behavior is ok. The question is, if we could
change something here to get a better behavior from a user's perspective.

If we would explicitly not pass F4 to the container, a user could have
configured to open the data source window with F5, F6, or whatever, so that's no
solution.
