This does not only affect Australians, there are other "Englishs" as well and a
nice pile of Spanishs...

The language is a character attribute. The UI language of the office-in-use does
nat matter at all.
A diocument can contain text in several languages. Opening and editing documents
with "whatever" language set must be possible. Having the spellchecker installed
or not or installed but deactivated shall not prevent users from setting a
language in a document. And when it comes to spellcheck, shall the spellcheck be
COMPLETELY disabled as soon as the user has a single tiny space character of a
non-supported language somewhere in the document? - This is not realistic.

A better idea would be the spellchecket telling that there is text in the
document that could not be spellchecked due to missing dictionaries.
