When exporting a document to PDF there is no way to select if you want to
include cross references or not, this is:

If in the text you insert a picture and it's caption and then make a cross
reference to the numbering of the picture in the text, when exporting the
document to PDF there will be a "link" from the text point where the cross
reference was inserted to the caption of the figure.
This makes the generated PDF incompatible with IEEEXplore (IEEE repository for
papers), since all other things like bookmarks can be omitted from PDFs i
believe this would be a good enhancement (having to resort to third party PDF
printers is a big hassle and the end result is not as good as the built-in
conversion).
