This issue is far to generic to be of any value, please point out specific
problems that can get fixed.
The release of the specification for the microsoft office binary format is of
pure public relation and strategic value for microsoft. It has near to none
benefits for OOo on the technical level. The specification is not complete and
nearly 99% of what is documented inside was already figured out by the filter
developers. In fact you can learn much more about the actual microsoft office
binary format if you look that the filter implementation source code in OOo.
