I really doubt that that is an OOo bug. "Timesheet_post_corruption.xls" is a
(corrupted?) RTF document with wrong name extension, no Idea how that has been
created from a ".xls". Of cousre, I can not confirm that with "2.3.1 
Multilingual German version WIN XP: [680m9(Build9238)]"

Please first read our guidelines on

<http://www.openoffice.org/bugs/bug_writing_guidelines.html>, then
contribute a clear step by step instruction containing all observations (error
messages ...), every key press and every mouse click how to reproduce the 
problem.
Why do you use XLS format? Who else does work with that document? ...
