2008 -------
It took all night to download OOorg 2.3.1. I've just installed it and the same
*major* faults in the Dzongkha collation are still there in this version.
The Dzongkha.dat file I uploaded earlier is a UCA tailoring for Dzongkha &
Tibetan which produces correct (Dictionary) ordering for both these languages.
