Save to HTML has never been well formed. You will find many duplicate issues,
for example issue 57142, but those bugs will not be fixed [unless you pay a
developer ;)]. BTW, "html 3.2" is outdated.
For such a simple structured document you can use the export to xhtml, which
produces a valid document.
I'll mark this as duplicate, but it is a "WONTFIX" too.
