2008 -------
I should have noted that the 11 installation files under C:\Documents and
Settings were under either username\Local Settings or username\Application Data.
 (None were on the Desktop.)

With the default installation of recent versions of Windows (XP and later), I
believe you have to be a computer administrator in order to install programs, so
I don't believe we have to worry about simple users doing an installation.  That
is, assuming default folder protections and such haven't been modified, then if
the user has access to install a program under the Program Files folder, then he
has access to save the installation files anywhere!  (A possible exception might
be installing a user profile to access an existing network installation--but
that's not really installing OOo.)
