Does not look like a problem of the encoding. The text is inside a drawing
object and OOo's RTF filter only supports very basic functionality of drawings.
Tracked as issue 3790.
MRU->HBRINKM: could you please have a look, wether this a problem of RTF import
od drawings or if it is a problem of recognizing the encoding?
