I assume that this occurs if you use compiz with Gnome ? The generic and KDE
plugins don't set any _NET_WM_WINDOW_TYPE property on these windows (which
should be what compiz uses to decide a window is "normal"). With the gtk plugin
however the property is set to _NET_WM_WINDOW_TYPE_NORMAL which seems to be
because OOo does not specify anything in this case.
I set the type of floating windows (menus, tooltips, dropdown windows like e.g.
dropdown listboxes) to utility now.
