Just for clarification of the request:
* If text is selected in the document text, then double-clicking on the Note
Side Pane should create a new Note. The Note Anchor Area will contain the
previously selected document text.
* If no text is selected in the document text, then double-clicking on the Note
Side Pane will create a note. Like planned, the Notes algorithm decides if the
Note Anchor will refer to a point or an area.

Advantage: The direct relationship/interaction with the Notes' home.
Disadvantages:
* The functionality is not well discoverable/understandable. Some people do not
even know about double clicking at all.
* As es already mentioned, some description is necessary to make it
discoverable. Unfortunately, the Note Side Pane moves together with the document
- where to place the "hint"?
* The functionality is only available when there is enough space to show the
Note Side Pane background (space to place the mouse cursor).
* It is hard for the user to anticipate the position of the new Note Window
(e.g. the user selects document text at the bottom of the screen, but
double-clicks at the top. The user may expect the Note to show up at the top,
but it would be placed at the bottom.)

Alternative implementation:
Some time ago I proposed to add a little placeholder to the Note Side Pane
(similar to the text frames in Impress). This placeholder should be placed at
the current height of the text cursor, please refer to

Some of the issues mentioned above are solved here (no double-clicking, better
discoverability, clear position). The developer mod told me, that an
implementation in the Notes Window distribution algorithm is difficult. We will
continue to discuss the issue and consider your proposal.
