I can see a 'Circle and Ovals' Toolbar in presentation but not in drawing.
Please attach a bugdoc to see how the drawing toolbar looks like.
When you creates allways a circle and not an ellipse I think you switched on
'Snap position / when creating or moving objects' in tools / options / Impress /
Grid
