This is not exactly a bug, but an incomplete feature.  Excel allows one to 
chart axes "upside down", with the y-axis increasing downward instead of 
upward.  Calc does not allow this.  This is sometimes very useful (in my work, 
I plot depths to water; showing depths increasing downward is more intuitive 
when viewing the chart).  

Also, although Calc allows one to plot a series on a secondary axis, it does 
not allow one to place a title for the secondary axis.
