Whilst I agree with you that this issue should be addressed - and my take on it is "conversion of strings to numbers should be consistent" - it isn't simply a case of a bug that needs fixing. The risk is that there may be OOo spreadsheets out there that would start returning different - perhaps incorrect - results if this behaviour were to be changed.
