Yes, the green title-bar '+' button you referred to is indeed it.

 My enhancement-request is that the 'Window' Menu-item
at the top of the screen should also provide this same 'Zoom' functionality.
i.e., it controls the
 size of the "Active Window"

'Zoom' here is similar to 'Maximize'

It is distinct from the 'Zoom...' (under the 'View' menu, I think) which 
controls the
 size of the "Contents of the Active Window".

PS: I had made an error in the bug-summary at the time of submission, 
correcting that with this 
update.
