I've added a dependency on Issue 87755. I think the problem described by this
Issue 86409 is caused by Issue 87755.
If the outline numbering scheme--which by default is incorrect, see Issue
87755--is corrected in a blank document, and then a MS Word multi-level outline
document is imported, the number separators will import correctly.
