Hi,
I am sorry for not being clear.Only,domain administrators can upload the
public key and not the users because of which you are getting the "User-List"
permission error. In order to resolve this issue, please contact domain
administrator of the site who can help you for the same. In case, if you are not
aware of the domain admin of this site ; please let me know so that i can
provide one for you.
