As requested, here is additional information. 

Writer doesn't show the problem well; it is easier to see in Calc and in Draw. I
have attachments for all three. In every case I do the same thing

1. Write some text
2. Highlight the text
3. Choose a color from the toolbar
but the color of the highlighted text doesn't change.

I also try
1. Write some text
2. Highlight the text
3. Choose a new color from the Format, Character menu
and again the color doesn't change.

BUT, there's an interesting wrinkle that can be seen in Calc (and in Draw). Take
a look at the attachments colorproblemspreadsheet1.png and
colorproblemspreadsheet2.png. 

In the first file, there are two cells with text. The first one is plain text,
but cell A2 has text that I highlighted and chose orange from the toolbar. As
you will see, that text is black as well.

But look at the toolbar in the screenshot. The color is clearly orange. 

Now look at colorproblemspreadsheet2.png. There, I have put the cursor into the
cell (doesn't show up in the screenshot; don't know why). When I do that, the
color now shows! As soon as I leave the cell, though, it goes back to black.

I'm running on a Micron Transport with a Mobility Radeon 9000 video card over
Windows XP with all current service packs.

I hope this is enough information. I have screen shots from Draw and Writer, if
you need them.
