MRU->FL: I'm quite sure, that this issue already exists, but I could not find.
This topic has been discussed several times without a result. It is not quite
consistent, that the Picture or Frame properties dialog is opened when a graphic
or frame is selected and the Insert.Picture.From file or Insert.Frame command is
called from menu/toolbar.
It should be more intuitively when the selected item is replaced by the new one
in this case.
