I checked with "3.0.0 Beta  Multilingual version English UI WIN XP: [Dev-300m5
(Build9290)]"  and saw that it's impossible to create a correct callout.

Steps to reproduce:

1. open new draw document
2. select first item from 'Toolbar Drawing -> Callouts'
3. Click into drawing page and try to draw by spanning the object frame with 
   dragged loft mouse button
   expected: callout appears
   actual: Frame is visible and you can write some text in the callout, 
           but border and area remain invisible.

Straneg thing: When I save the document and reopen with 2.4.0, border and 
area parameters will be indicated correctly in the toolbar, but the callout
drawing will be still invisible.

Same problem with  'Basic Shapes -> "Frame"', 'Stars -> "Signet"'  

This issue might be related to Issue 87804?
