@all: I think there is some "misunderstanding" between activation and enabled
state. In my first text the activation refers only to "checked" and "unchecked"
state of the entry View -- Notes.
In general, this issue is about usability. The newest proposed behavior (and
therefore the issue title) does only cover one aspect and I disagree (in this
particular case) with the deactivation ("graying out") of menu entry at all.
Question: Why do we want to prevent the user from opening the Note Side Pane?
(For later version, think of a Note Side Pane context menu for creating new
Notes, or the "New Note Placeholder". Then, the Note Side Pane should be
accessible even without Notes in the current document.)
