If it really was more than two hours to create the CWS, add the module, apply the patch and commit the files, I would like to hear it so that we can fix any problems. Everybody can do a CWS, it doesn't hurt. Volunteer developers do it, I do it, so why should someone getting paid for working on OOo not be able to do so? If you still think that this is beneath you - why don't you ask someone in your team to do it for you? And you don't need to do the multiple platform builds by yourself. If the build bots don't work, we should fix that. But IIRC currently we have all we need and the chance that they could be broken shouldn't be an excuse not to try. BTW: I don't understand how the fact that the patch is shipped anywhere relates to the other fact that you have to invest two hours to create and handle a CWS.
