Unix packages are all relocatable. This leads to many problems in 3-layer
office, where many packages have to be shared. Furthermore the relocatibility is
not complete, because all packages have to be relocated together. If each
package is relocated to another destination, the Office will not work.
Therefore the relocatibility has to be removed. To enable the installation with
user privileges, we do not need to relocate the packages, but to change the
installation root. 
This fix includes:
- Change of relocatable part of each package (IS).
- Change of system integration packages (OBR).
- Offer path selection in Java GUI installer only for installation with user
privileges (IS).
- Change installation process in Java GUI Installer (IS).
- Change installation process in user scripts (IS/OBR).
