So I just moved the complete data/org/openoffice/Office/Common.xcu from the
basis share/registry layer to the brand share/registry layer, and was not aware
of the res/(locale)/org/openoffice/Office/Common.xcu part (no idea how it is
generated, and how it ends up in the installation sets, probably as part of some
zip file; maybe Ivo and/or Ingo can fill in the details there).  One option
might be to keep the Common.xcu in the base layer after all, and just move the
Help.Registration.URL entry to the brand layer.
