I can now ctrl-click on an URL and it will open. Apparently it is possible that Firefox thinks it is the default browser when it isn't. The solution was to run, in the start menu, "firefox.exe -silent -setDefaultBrowser" See http://kb.mozillazine.org/Default_browser I think it's clear that this cannot be regarded as a bug in OOo. If this almost never happens it would not be worth the trouble to do something about it.
