Trying in 3.0m10 (pre-beta) I find that it is a little different.
It behaves as follows:
- the tob border of a cell belongs, to the row above (unless in the top-row)
- the right border of a cell belongs to the column right (apart from the last
column)
Also each cell has it's own border properties. Once set in a cell, it might
influence setting borders in adjacient cells. (see issue 83111)
