See also issue 52020. Microsoft Office does this, and it is useful. Here's one
scenario:
An office of 500 people. In one workgroup/team, the supervisor write-protects
documents to keep subordinates from modifying. Stronger protection is not
required, and supervisor either does not have permission or skill to protect at
file system level.
