thank you. 
I tried the mailing list and got the guess to try
  1. erasing the files under
C:\Documents and settings\<user>\Applications\OpenOffice.org2\user\registry and
...\config
  2. do a repair install
Unfortunately, this didn't help.

I could reproduce the buggy behaviour on another Win2000-PC:
  1. install Nokia PC Suite,
    e.g. the current version (http://europe.nokia.com/A4144905)
    No matter what telephone...
  2. install OpenOffice
You will have the broken start menu entries.

Then uninstall PC Suite and install OO again, if necessary as repair
installation. Now, everything is fine.

Both PCs have Windows 2000 SP 4 with all the current fixes from Microsoft
including newest MS Installer.  
- I does not seem to happen on XP.
- No other application (except OO) is affected by Nokia PC Suite.

You may say that Win2000 is becoming rare, but so are many languages supported
by OO. Do you have any Win2000-machine available to give it a try yourself?
