I am following the procedures on page 345/6 of the Open Office 2.x Writer guide
"Creating one file from a master document and its subdocuments". I have created
a master document and I want to create an editable .doc document. I proceed as
follows:-

1 Open the master document.
2 Click File>Export (a window headed "Export" appears. The manual suggests that
I click "Export" but the window which I see has only "Save" and "Cancel"), I
type in the file name, select the File Format as .odt, and click "Save". The
document is saved as filename.odt.
3 I close the master document and open the .odt version, click Update Links
"All".
4 I click Edit> but "Links" is greyed out so I am unable to break the links as
described in 5) on page 346 of the manual. The .odt file retains the same write
protection as the .odm - the subdocuments are not editable. This write
protection is also passed on to the .doc file that I produce by saving the .odt
file as a .doc file.

By chance I have found that I can get round the problem by following steps 1 to
3 above and then

4 Click Format>Sections then with "links" checked click "Remove" repeatedly
until all the subdocuments have disappeared. The links have now gone and the
file is editable.
