If you do not determine the open filter OOo has to guess, what it is. And for such a file the filter "text encoded" is a good guess. Word need not to guess whether it should open it as table or as text, it can only handle text. But OOo can also handle tables. Therefore you should determine the file type filter in the open dialog. If you want to open it in Writer without any dialog, then choose the file type "text". If you get wrong characters you should use the settings in the ASCII filter. If you want to open it in Calc - which is the better choice here - then use the file type filter "text CSV". Select the file first and then the filter.
