I fired up OOo 2.4
under opensuse, and lo, tab stops work in impress! You can't change
them from being left-justified, but that's fine. I'd close out this
issue.

I have just tested with 2.4 and confirm that the original enhancement request
has not been addressed - and would be useful (to replicate the behaviour of
Writer).
Therefore, setting Issue to confirmed and leaving Open.
