When a user clicks on the system tray icon for open office, the Templates and
Documents dialog pops up.

In this dialog, when a user clicks on the "Samples" button, an error dialog is
displayed stating "Error creating a new document: C:\Program
Files\OpenOffice.org\Basis 3.0\share\samples\en-US does not exist."

I believe, even if this directory is not present, it can be created and the user
can be shown an empty list of samples. The Error dialog is actually a bit too
scary for this situation.
