This is intended behavior by the side effect that an additional tab stop is
created at the left intent position of a paragraph. This has nothing to do with
the new list level attributes, which have been introduced in CWS
swnewlistlevelattrs.

Let me explain. Please try the following:
- new text document
- type some text, more than one line.
- insert a tab stop at position 4cm at the paragraph.
- insert a tab after the first character of the paragraph.
--> the tab ends at position 4cm
- now change the intents of the paragraph - Format - Paragraph - Tab Pane
"Indents & Spacing"
-- set "Before text" to 2cm - this is the left intent of the paragraph
-- set "First line" to -1,5cm - this is the additional offset for the left
intent for the first line of the paragraph.
--> the tab ends at position 2cm - it ends at the tab stop, which is added at
the left intent position of the paragraph.

As you can explore from the specification for the new list level attributes -
see http://specs.openoffice.org/writer/numbering/NewListLevelAttrs.odt - the new
list level attributes are used as paragraph left intent and first line offset.
Thus, you get the behavior, which you have described.
This behavior is consistent with the behavior of our competitor Microsoft Word.
Due to our focus on interoperability with Microsoft Word it does not make sense
to change this behavior.

Thus, resolving this issue as INVALID.
