No ethnic concerns ;-)
I tried to open several files by double-clicking on the files in Win Explorer
and also to use the OO "file open" dialogue. Interestingly, the OO open dialogue
shows the correct path name and also file name, but when I hit "open" the error
message occurs (something like "cannot open this file" - sorry , the 3.0 beta is
on another computer) and shows funny letters instead of the German ä,ö, or ü.
When I move the file to another directory (without Umlaut) it works fine. I
don't know if it is Vista specific, but it sure is reproducible.
